Mattoon CUSD #2 is pleased to announce the hiring of three new administrators who will transition into their new roles ahead of the 2026-27 school year. These appointments coincide with the upcoming retirements of Assistant Superintendent of Human Resources Dr. David Skocy and Arland D. Williams Elementary Principal Michael Shaffer, along with the district’s effort to name a permanent director at LIFT. Through these leadership transitions, MCUSD2 reinforces its dedication to fostering student success, supporting innovative learning, and strengthening the community it serves.

Joining the leadership team:

  • Dr. Morgan Wilhoit, the current superintendent of Shiloh CUSD #1, will join Mattoon CUSD #2 as Assistant Superintendent. With a Ph.D. in Education and master’s degrees in both Educational Leadership and Curriculum & Instruction, she brings extensive experience and a proven record of student-centered leadership. Known for her collaborative approach and strategic mindset, Dr. Wilhoit is committed to fostering staff development and enhancing instructional practices to support student success across the district.

  • Mr. Jarad Kimbro will step into the role of Arland D. Williams Elementary School Principal after twenty one years of service to the Mattoon school district, with the past four years in an administrative role. Kimbro’s strong rapport with students and staff, commitment to continuous improvement, and his strong sense of community roots make him an excellent choice to lead Arland D. Williams Elementary School in a positive, student-focused culture.

  • Mr. Chris Brown has been promoted as the new LIFT Director. Following a successful tenure as a LIFT Facilitator and closely assisting current Interim LIFT Director Todd Butler, Brown will bring with him a leadership style grounded in student innovation, industry collaboration, 21st-century learning. Mr. Brown brings seventeen years of Career and Technical Education (CTE) experience to leading the region’s Area Career Center.

“We are excited to welcome these exceptional leaders to our team,” said Tim Condron, Superintendent of Mattoon CUSD #2. “Each brings valuable experience, innovative ideas, and a deep commitment to student success, continuing to drive our district forward.”

The district also extends its heartfelt appreciation to Dr. Skocy and Mr. Shaffer, whose combined 56 years of service have made a lasting impact on Mattoon CUSD #2. Their dedication to students, families, and staff has helped build a strong foundation for continued success and a seamless leadership transition.

Board President Dale Righter reflected on their impact, sharing:

“Dr. Skocy and Mr. Shaffer have given so much to our schools and community, and their influence will be felt long after they retire. Dr. Skocy’s focus on supporting staff and keeping students safe has created an environment where learning and laughter thrive. He’s known for his steady leadership and for building a workplace where people truly enjoy coming together. Mr. Shaffer has brought that same warmth and energy to Arland D. Williams Elementary. Always quick with a joke, he’s built strong bonds with students and families while encouraging teachers to think creatively and lead with heart. Both have made a lasting difference in Mattoon Schools, and we are so thankful for their years of dedication and service.”

Looking toward the future, these transitions will open several new leadership opportunities. Later this week, Mattoon CUSD #2 will post positions including the Mattoon High School Dean of Students (2026–27 school year) and the LIFT Electrical Manufacturing Architecture and Construction Facilitator (2026–27 school year). Additionally, the Head Football Coach position at Mattoon High School will become available as well as the Head Boys Track Coach, both exciting opportunities that hold deep tradition and enthusiasm within the Mattoon community.
